The software that produces the original PDF/A-1b documents is from a third party vendor and we do have a license/contract with them, but since you discovered that their PDF/A-1b documents have "xpacket PIs missing", we are going to let them know that their PDF/A-1b document do not confirm to adobe standards and ask them for a patch to fix their software.
