Photoshop is NOT a proper PDF renderer, in that it has to rasterize the content down to a single colorspace (instead of the 11 allowed in PDF) PLUS it has to convert any device colorants into values associated with your working space profiles.
So question - why are you taking this happy PDF into Photoshop in the first place?
