See table 165 in ISO 32000-1 (bit position 8).
In iText, you need set the constant value PdfAnnotation.FLAGS_LOCKED to 
the flags with setFlags() if you're creating the annotation from 
scratch, or you need to update the /F key in the annotation dictionary 
if you're manipulating an existing document.
