It definitely does include include a glyph for U+0022. If I use the WINANSI
encoding I can see it and all the other characters in that encoding.
Moreover, using IDENTITY_H I've been unable to get *any* characters to
appear.

A more logical conclusion would be that iText doesn't support this type of
font.
