Update. It is not a IE8 issue. I managed to find one XP Professional machine with IE8. It works correct there.
So I Need to Look into Windows 7 level. Found 1 post somewhere about the registry keys values. I checked the values are correct so that trick wont work as well. There is a registry setting that is supposed to prevent other programs from stealing focus: HKEY_CURRENT_USER\Control Panel\Desktop ForegroundLockTimeout Value data should be 30d40 (Hexadecimal), which is the default.
