Austria has something like that: the  Austrian "Bürgerkarte";  it has two key 
pairs:
* "encryption" key pair that can be integrated into the windows crypto 
framework and used both for signatures and encryption, but is not legaly 
equivalent to a normal (ballpoint/pen) signature and
* "signature" key pair that needs its own software stack to perform signatures, 
but is legally equivalent to a normal signature (except for a very few special 
cases).

While software to sign PDFs exists, it's not trivial to get at the required 
functions to allow pdf signatures with iText using the "signature" key pair 
(i.e, sign a digest calculated outside of the provided software stack).
