Yes, testing cards are available. There's two sources for Austrian citizens 
cards:

        * there's the classic citizen card issued by a-trust 
(http://www.a-trust.at/default.aspx?node=702&lang=GE&ch=1). They've got a 
complete testing/demo
        infrastructure starting with test-Root-certificate for demo/test cards. 
I got a couple of test cards from them for a project a couple of years ago.

        * Austrian social security cards can also have citizen card 
functionality enabled. They've got a development kit
        where you can get a couple of doctor/office and patient cards. See

        I got the development kit with four or five doctors and patient cards 
each for another project. It's the patient cards where citizen card 
functionality (two additional key pairs) can be added
