I know that ivtv and cx25840 require hotplug firmware loading support, which was added in 2.4.23. That is the hard cutoff point. I also just noticed that we broke 2.4.x compatibility with the ivtv support drivers very recently since 2.4 doesn't like multiple MODULE_AUTHOR()s....
