Probably.

I've used the 9pin breakout cable with an S-Video cable into a
suitable SCART input with no problems. As long as the SCART->S-Video
adapter is properly wired, it should *just work*. (I didn't get a
9pin-SCART cable with my UK PVR-350 card though).
