module-init-tools for fc2/fc3 are available in bleeding. Install that,
depmod -ae, rmmod any old tuner module and hopefully you'll be on the
light side of the force (rebooting should take care of the
rmmod/depmod steps).

There are also updated modutils package for RH that lift the
necessity of the path[toplevel] entries in modules.conf.
