I seem to remember I responded already on the Debian list to this, but
you didn't bother to reply but rather post here the same question again.

So here it goes:

(1) tvtime probably isn't the application to use because the pvr350
    stream is mpeg encoded

(2) just because tvtime says /dev/video0 isn't there doesn't mean it
    reall isn't; please post the output of ls -l /dev/video* to see
    whether those files are actually missing; in that case it's presumably
    an udev issue

(3) if /dev/video0 does acutally exist, try a cat /dev/video0 to see
    whether it produces output; if it does, all you then need is
    - tune into your channels
    - the proper app to view the stuff like mplayer/xine, either from
      a captured file or live.
