This makes sure deocoder stops decode all buffers sent completely before stoping, both driver and hardware buffers. Also I have adjusted YUV decoding for PAL, so right size now in either standard. I have changed the YUV register configuration some to hopefully minimize excess changes and be a little more stable between mpeg-yuv switching, although it's tricky.
