Your modules.d file looks OK to me, but I'm not an
expert.

I'm not sure what you're asking but here's your basic
checklist:

0) Make sure you have good batteries in the remote and
that the receiver is plugged in.  ;)
1) Make sure you compiled lirc with support for the
Hauppauge.
2) Make sure all the appropriate modules are loaded.
3) Make sure you have a good lircd.conf file in /etc/.
 Look around the lirc sources or google for a
compatible one for your remote.  This tells lircd what
"words" to spit out in response to the "code numbers"
it receives.
4) Make sure the /dev/lirc (and/or /dev/lircd) devices
are world-readable (possibly writable, too, I can't
remember).
5) Run lircd as root.  This daemonizes the lircd
service.  Tell it where your config file is if you
have too (see man lircd).  Use --permission=666 if you
have to.
6) Become a user and run irw.  Press keys on the
remote - you should see codes coming back to you on
the screen.  Hit ^c when done.  If you saw no
response, something above is bad.
7) Whatever app you want to be controlled by the
remote has to have an appropriate lircrc file.  Most
look for $HOME/.lircrc, but myth looks for
$HOME/.mythtv/lircrc.  The app will read this file and
parse out what it should do in response to specific
remote button presses.  It needs to be in the correct
format so the app knows how to translate codes into
actions.  It has many entries, the most basic entries
look like

begin
    prog   = <program_name, e.g. mythtv, mplayer, etc>
    button = <code_word_from_lircd, e.g. Play>
    config = <name_of_action_for_app, e.g. P>
end

You should start with example files of .lircrc to get
you going.
