I finally got it working but I dont understand why. I have had the following problem for several days which I couldn't fix.
# ivtvctl --input-detect
check SAA7115 input signal
ioctl: VIDEO_STATUS = Bad
I started playing with ptune-ui.pl and changed "NTSC" --> "NTSC-hrc". It worked after that.
# ivtvctl -I
check SAA7115 input signal
ioctl: VIDEO_STATUS = Sat/Dvd
What is the difference?
How do I set that via command line without going through the ptune-ui.pl?
Any problems I may face with using it?
Also, after every reboot I have to execute the following everytime.
modprobe ivtv
modprobe ivtv_fb
chmod 666 /dev/video*
ptune-ui.pl (change to NTSC-hrc)
I could write a script but wasn't sure if there is a better way.

alias char-major-81 videodev
alias char-major-81-0 ivtv
