Use the ivtv-radio program to tune the radio. I don't know if there are any other tuner programs that play nice with these cards.
Try "ivtv-radio -f <freq> -P -g" which will tune to <freq>, pass the sound out through the card's audio out, and give you a prompt to change the station.
