My experience is that people who have a history with BBSes or were heavy
into Usenet culture take the time to properly prune the quoted reply
text and format their messages.  People who started with Outlook Express
have emails formatted pretty well exactly as you'd expect. :)

It truly does take so little effort to prune QRP this way.
