I'd say that this might be a clue.  Mine says "broadcast/DVD" here.

Something else which springs to mind, the PVR-350 has 2 "F" connector
inputs, one for TV, one for radio.  Are you sure that the antenna/cable
is plugged into the correct connector for the tuner?  Uh, you *are*
using the tuner for input, right?  Not composite or S-Video?
