I had the same problem some time ago, but always with the same type of property file. I turned out that the OutputStream that we used to write the file was not closed. After calling close() on the stream, the problem was solved.
I'm sure it was also the virusscanner which caused this, because I started to get these errors after I installed a new virusscanner. Maybe the same problem....??
