About following point, from @Daniel Kulp

I can test that, when using from our 2.12.0 deliverables
1) Xerces-J-bin.2.12.0.zip (XSD 1.0) can successfully process the schema
document https://osgi.org/xmlns/blueprint/v1.0.0/blueprint.xsd.
2) Using the XSD 1.0 & 1.1 implementations within
Xerces-J-bin.2.12.0-xml-schema-1.1.zip, the schema document mentioned in point
1) can't be processed and emits certain errors.
This looks like a potential area of work for us.
