Hi Michael,
   I believe, "XML commons" is an important prerequisite of the main
Xerces-J release. I'm not an expert on how "XML commons" sources are built.
If you think, there are any important functional changes or bug fixes
available for "XML commons" since its last release, then you might initiate
process to make a new "XML commons" release.

Since I don't know, I'm surely interested to know where "XML commons"
sources are kept and what is its build process (a standalone build for
someone, and its build for a release that is part of Xerces).
