Oh yeah, usage.  There are batch scripts for running
simple Latka tests.  Put the dependent jars (including
the Latka jar itself, which you will need to compile)
into your classpath, then run the batch scripts for
your OS on one of the two sample Latka suites.  So, on
a windows system:

 
D:\cvs\jakarta\jakarta-commons-sandbox\latka\bin>latka
../doc/SampleSuite1.xml

or, for a laugh:

 
D:\cvs\jakarta\jakarta-commons-sandbox\latka\bin>latka
../doc/SampleSuite2.xml

The submission is good enough for a submission to the
Commons repository and possibly a beta release, but
we'll need to work on some configuration issues before
we do a 1.0 release.
