Why not KiCAD?
No limits and very professional. And China can make PCB's from KiCAD

Jaluino can be made vith the Eagle freeware version? Is small enough

Shields can be designed with Eagle, but not the board. Eagle free limitation
is 100 x 80 mm (4 x 3.2 inches), Jaluino mainboard is 118 x 86 mm (4.6 x
3.4 inches).

Diptrace can handle the Jaluino board, free version for Windows and runs under wine in linux. The limit in Diptrace is the number of pins, not the board size. It comes with a Schematic Editor, component editor, patern editor , and PCB Layout Autorouter.
