setting the clock should be quite easy, I would either

1. Stop the clock, set the time to somewhen in the future, wait for that set 
time to arrive, and start the clock exactly then, or
2. Set the seconds to 0. You now have 1 minute where no carry can occur. Set 
the rest of the time, then set the seconds to the desired value.

For reading I agree with joeps proposal: Read seconds, then all other values. 
Then read seconds again, if they have changed, repeat all reads.

Another, quite slow possibility would be to read the seconds again and again 
*until* they change. Then you'll have one second within no carry can occur to 
read the other values.

Stopping the clock for reading is surely a bad idea...
