Root cause of the issue on my box was a user error, as follows:

In James.conf.xml:
            <dnsServer>
                <servers>
<!--                <server> FILL ME!!!! </server> -->


Obviously, I needed to fill in server.

To the degree that any action is needed by James devs, it would be fail-fast to
throw a visible error when there is no DNS server setting.
