I would suggest that you do it in PHP3 and use FreeTrade...

that is your best bet for getting a complete (open source based) system done
in that timeframe. it shouldn't take you more than a few days to get up to
speed on it and have a site done.

we are working on a java servlets version of FreeTrade (called JFreeTrade)
which uses Webmacro and Turbine as the core, but it isn't ready for public
consumption yet and won't be within your timeframe.
