I would suggest the following behavior:

If no Date header, automatically add one with the current date/time.
If no From header, automatically add one based on MAIL FROM:
If no To header, either do nothing or add "To: Undisclosed recipients"

The first 2 rules help ensure the email can be tracked and makes the
email a step closer to "compliance."  However, I don't think you should
require a To: header, as people could have sent a message with all
recipients as BCC'd (so all your friends don't see all the other
addresses to whom you sent that bad joke).
