You don't have to clear the whole outgoing directory. Just delete the strem store file 
thst is too much in there

It turns out that my problem is the one where messages get caught in the
outgoing directory and James uses 90-98% of the processor. When I clear the
outgoing directory, James seems to be fine.

It looks like someone came up with a fix.  I'm new to this.....  Can someone

First of all have a look in The Win 200 (Server?) Internet Service MMC to
check
if the Standard SMTP-Service is deactivated. I had the same problem.
