There's no remotemanager.log file, but the remote accesses
are logged in netfile.log. There are no messages in it for
the unsuccessful login attempts. I'm using WinNT 4; will try
Linux and MacOS as soon as we get it up and running (we just
moved to new offices, and aren't all set up).

I've just happily telnetted on to james 1.2.1 from two hosts multiple
times without any connection problems
What's in bin/blocks/james/logs/remotemanager.log?
(There must be something - the remote manager logs when it inits)
At the same time, telenetting from a Win95 machine revealed a horrible
screen, which I guess needs to be revisited.
(Unless that's a Win95 problem, I usually use Linux)
