I have the exact same problem on Solaris 2.6 using Apache 1.3.4 and JServ
CVS 990215.

I've tried numerous configuration alternatives: include the jserv.conf in
httpd.conf, put all the jserv directives directly into httpd.conf.

Either JServ says it cannot find the ApJServSecretKey entry or it says
there are duplicate entries.
