POP3 is for retrieving messages.  SMTP is for sending messages. 
Servlets can do whatever you want with any Java application (baring
system admin security settings), including sending/retrieving mail,
activating your TWAIN scanner, dialing a SPAM'ers 800 number, whatever
you have a Java API for.
