HINT:
I had first the same message, then I checked the jserv.log and apache
error log file. They pointed me to look in jserv.properties I think.
There were a few lines for the wrapper.classpath and one had no string
behind it. "wrapper.classpath="; The other entries were fine. I deleted
the entry without argument on the right hand side and httpd started up.
