It's read when the http server is started and logged to the logfile
for the servlets.

The directive for which jserv.properties file to load
ApJServProperties /opt/apache/conf/jserv.properties

And the driective for the log file
ApJServLogFile /opt/apache/var/log/jserv

The examples one is the one you can load to try and run the example
servlet.

It's all in the documentation really.
