Grab them from your favorite GNU-mirror, but they aren't needed for
compiling jserv. It's just a warning from the configure-script.

Make sure your Apache is compiled properly (but your configure-options
looked ok for me), is installed properly in the directory you used for
"prefix" and you have perl installed on your machine. The last hint
might be important I think, because I stumbled over that some time
ago.
