This sounds very much like a permissions problem on your log or config file.
See that the user/group apache is running as can read both jserv.log and
jserv.conf / jserv.properties
and also that the logfile name and location is the same for both mod_jserv
 jserv.conf) and org.apache.jserv.JServ ( jserv.properties)
