This might be the rights of your jserv log file. The group to the file need
to be `nobody` to allow jserv write to the log. if jserv can not write to
the log, it will not start properly and display the IO error.
To view the detailed error message you can set `log=true` in
jserv.properties. If this is the case, change the rights to the jserv log
file will solve the problem.
