As far as I can tell, it is essentially the MPL 1.1.

You will really need to hire an attorney to determine its impact on what you
are trying to do.
The MPL 1.1 is not that bad of a license and from what I have been getting
from ASF members and others, the Apache license is fully compatible with it
(from the point of view that the ASF can distribute MPL'd code).
My suggestion to you (I'm extremely biased) would be to use Turbine with
WebMacro. WM will be changing their license to something other than the GPL
soon (the SPL) and you will be able to use the product for your commercial
development. WebMacro is great because it does the abstraction of code from
html in such a way that you can't screw it up but is still powerful enough
to more than get the job done. I love things like that.
