JBuilder 4.0 Foundation (The freebie) was just released this past week.
Borland's download area is getting hammered pretty severely. You may want
to order the $7 CDRom or the $49 Foundation retail package (which comes with
extra goodies and printed manuals.)
This release comes with IBM's SDK 1.3 (on Linux only), but I run it on
Sun's 1.3, which came out after Borland's manufacturing deadlines had
already passed.
I don't consider IBM's SDK to be ready for prime time. Asking it
to debug anything causes the debuggee to dump core, and there are many
Swing mouse and painting glitches which aren't present in Sun's SDK.
Then again, some Linux users have no problems here, but IBM's SDK doesn't
seem to care for my workstation much at all...
If you're looking for a Bean designer, beware that much (not all) of the bean
functionality of JBuilder is disabled in Foundation. You can see most of
it in the menus, but it's greyed out. The beans are present in the
Professional and Enterprise versions. Here's the feature matrix page:
http://www.borland.com/jbuilder/jb4/feamatrix/
You can also order a limited-time (60 days?) eval copy of the full product
for the same $7 and try it out.
I started with JBuilder back in February; at the time it was the only IDE
available for Linux which supported 1.2.2. IBM's offering was still in
the 1.x dark ages and was several versions behind even the Windows version of
their own IDE.

No matter what we think of Linux versus FreeBSD, etc., the one thing I
really like about Linux is that it has Microsoft worried. Anything
that kicks a monopoly in the pants has got to be good for something.
