IntelliJ has some plugins to, e.g. control web servers, see
http://plugins.intellij.net/category/?category_id=27

The main issue has been that as JetBrains has expanded the base set of
functionality, some of the older plugins were considered obsoleted and
were no longer maintained. I assume a number of them wouldn't even
compile against the current plugin/OpenAPI without some changes. But
there is a lot there to start from.

Some features, like JSP or template page support, would be a bit of
work to implement, but it's possible that the related features, like
controlling web servers, deploying apps, etc. could be taken up by
free plugins.

I assume (without any more info) that over time JetBrains will
continue to evaluate which of these plugins are part of the community
edition and which are part of the ultimate edition. My guess is they
will be monitoring sales and community uptake closely and it will take
some time before we see changes in the configurations.
