My employer gave me a huge-ass Xenon 4-socket, 4-core (each) 32GB ram machine to work on (I didn't ask for it). This is an upgrade from a quad-core 4GB machine (32-bit). Honestly, I see little difference. I use my machine as a first-phase dev server as well (running GlassFishv3) and I don't come close to touching the 4GB RAM mark (because I do my best not to write sloppy code) even with the OS, Netbeans, and the appserver running and running non-load testing. (Load based testing goes on actual hardware) Junior developers on my team (or intern code I inherit) tend to use a lot more memory (a good example is DOM vs SAX parsing for large XML files). I wish we would constrained the workstations more to prevent developers from feeling "good" about their performance.
I develop on a P4, 4GB (DDR2), w/SSD machine at home running Ubuntu and it really isn't bad. My laptop is similarly outfitted running Vista and its just fine as well. Honestly, even with maven3, only so much can be built in parallel --- I really only see use for these powerhouses for production machines. I would suggest get 4GB (2x2GB dual channel) with a mainboard capable of upgrades to 8GB (+2x2GB) if at all possible. This should keep you in business for years (I've been rocking mine since 2004 and will continue to use it until is implodes).
