I believe the only environment where as of today full, real REST may get a 
chance to be implemented is where the proposal comes from a recognized, 
ruthless chief architect.

If not, there are too many knowledge gaps to fill, there are too many 
engrained habits to counter. Too much evangelizing to do before the first 
tangible gains show up.

Even the developers of the clients will be probably unhappy with a full, 
orthodox REST server and won't move a finger without a nice API specs doc 
from you.

IMHO the most effective path to get eventually to the ruthless architect 
seat is to start anyway with the http methods, the urls ...and the doc. At 
least you'll have the REST buzzword filling your sails and the inner 
confidence you're not too far from the real thing :-)
