The short answer is no you can't. The reason is because that's a windows sound separate from either email client. Do yourself a favor my friend and pick a program and use it leaving the other go.

I am experimenting a little with Outlook Express. At times I have Outlook and Outlook express both running on my computer. Right now when I get a new email in either of the two, it makes the same sound for both. Is there a way that I can have Outlook Express make a different sound than Outlook?
