Jason, You need to have JAWS running as a service. The way to do that is to go to the JAWS window, open the Options menu and choose Basics. On that dialogue, check the "Automatically start JAWS" checkbox and OK out of the dialogue. If JAWS has been put in the StartUp section of the Programs submenu of the Start menu, delete it from there. The next time the PC starts, you should find the logon screen reads.
