Once Spybot ended up eating a file that informed my computer that I was running my own firewall, so I always get that message that no firewall is turned on. Knowing that, I leave the Windows firewall off but make sure my 3rd party firewall is active. Running two firewalls at the same time is problematic at best so I understand. But yeah, Spybot may be the culprit in your instance as well. Maybe.
