Because I've set those links to open in a new window for the following reason. Now when you close said window you are returned to the same spot on the main index that you were on previously. Before the make over so to speak every time you would return to the main index page such as programs for example it would kick you back to the top. This was getting tiring for me every time I would be testing out new links and so forth.
