Here here!  Some things were broken in Jaws 17.  I had Jaws 16 at work for a
long time and it served me well.

Press the [f6] key until you're placed in the Address bar field. 
[Tab] once and you should be placed in the Toolbar. Then you simply use the
left and right arrow keys to navigate to each toolbar entry and hit [Enter]
or [Spacebar] to activate it.
