Instead of doing a restart it seems best to disable Quick Startup in the Power Options (in traditional Control Panel, not the new Power and Battery section on the Settings app), so Windows turns off your PC with a complete shutdown, in the way of Windows 7 and earlier, instead of what is actually an hibernation.
