In your settings, do you have Jaws set to differentiate between left and
right pairs of keys?
Go to Jaws search with insert-6, press control-shift-d to open the default
list; then search for differentiate between, and see if that is checked. If
so, then uncheck it so you can use either control key.

Morning all.
I was wanting to know something. I have the keyboard commands for starting
JAWS as Control Alt J. Now, when I use the control and alt keys on the
left of the spacebar, nothing. But when I use the same combinations on the
right of the spacebar, it works. Can anyone explain this to me? Thanks in
advance. I have JAWS 17 and Windows 10 on a Dell laptop.
