Do you have Adobe reader? There is an option there to set which prevents pdf files from opening in a browser. Last I checked, even though Windows "prefers" if you set all associations within itself, this still plays nicely with Windows 10. Also go to your default file associations and check to see what you have said for .pdf files.
I personally use a programme called qRead to open text pdf files most of the time, now.
