These are not issues.  It is the way the page has been designed, and the 
context menus do depend on the context you are in at that point of the page. 
Where you are not meant to Save Target As, etc., you won't be able to. 
Occasionally, you may get a page where it should work but does not: the 
fault of the page author.  Sometimes, you will get a difference betweeh 
shift-F10 and the right-mouse menu - perhaps it's a JAWS quirk.  (On 
Internet pages when i want to Save Target As on something, I nearly always 
use the right-mouse, NumpadStar, key to bring up that dialogue.)
