It started happening again using a USB keyboard on my notebook. All sorts of 
ALT related functions began failing. Because I had several things opened I 
didn't wish to reboot the computer so I removed the USB plug, moved it to 
another port and after the disconnect sound replaced the plug. It took a moment 
and the computer said something about detecting a device and loading drivers 
after which all of the ALT functions returned.

As I am still waiting for a new keyboard for my computer I don't know what that 
keyboard was doing.

I still don't know if it has anything to do with what Jaws does to the keyboard 
input or if it is a Windows keyboard issue.

Hope this at least assures who ever else is observing this phenomenon.
